One important implementation of this transformation is the adoption of Electronic Medical Records (EMR) across all healthcare facilities.
Through the Minister of Health Regulation Number 24 of 2022 concerning Medical Records, every health service facility, including hospitals, is required to maintain medical records in electronic form. This regulation aims to improve the quality of services, ensure the security and availability of health data, and realize the management of medical records that is digital-based and integrated.
The government’s commitment to digitalization is also manifested through the development of the SATUSEHAT Platform, which enables the exchange of health data between healthcare facilities in a more standardized manner. Hospitals are not only required to have an Electronic Medical Record system, but also to ensure that the system can be integrated with the national health data ecosystem. In fact, the Ministry of Health has issued a Circular concerning the implementation of Electronic Medical Records along with guidance mechanisms and administrative sanctions for healthcare facilities that have not yet met these requirements.
This policy change indicates that the Hospital Management Information System (SIMRS) is no longer seen merely as an administrative support tool. SIMRS has evolved into a digital infrastructure that plays a crucial role in supporting clinical service processes, accelerating access to patient information, enhancing coordination between service units, and assisting hospitals in meeting applicable regulatory standards. With an integrated system, healthcare professionals can obtain information more quickly and accurately, making the service process more effective and clinical decision-making timely.
